Ronald Edward Bailey (born 7 March 1943) is a British campaigner and author associated with cross-party legislation. He first became known for his involvement in the family squatting movement of the 1970s, and later, for UK Parliament campaigns on energy conservation, sustainable transport and democratic reform.

Ronald Edward Bailey (born 7 March 1943) is a British campaigner and author associated with cross-party legislation. He first became known for his involvement in the family squatting movement of the 1970s, and later, for UK Parliament campaigns on energy conservation, sustainable transport and democratic reform. Bailey has been described as a behind-the-scenes strategist in the passage of private members' bills in Westminster, working across party lines with MPs and Peers via community mobilisation campaigns, and has been called the UK's most successful parliamentary campaigner by a former director of Friends of the Earth. Bailey has estimated his involvement in the passage of around 16 Acts of Parliament, with a hand in some 25 further legislative changes, and has been credited by MPs and Peers across parties for his role in shaping legislation on freedom of information, energy efficiency, transport and community rights. In 2026 he published Institutionalised Deceit: Taking the Lid off Westminster Governance, an account of his campaigning career and of Westminster governance more broadly.
